OCT Consulting is a business management and technology consulting firm that supports Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties OCT currently have an opening for a Cost Estimating & Price Analysis SME to support a client.

This position is contingent upon contract award.

The SME serves as the dedicated resource that provides day-to-day support to facilitate cost estimating and price analysis activities. This person will deliver comprehensive cost/pricing support across contractual instruments, including but not limited to micro-purchases, simplified acquisitions, large contracts, Government Purchase Cards, Interagency Agreements, BPAs, Task Orders, Call Orders, and all federal contract types. They will also assist with Independent Government Cost Estimates (IGCEs) and reviewing cost and price proposals submitted in response to announced procurements.

Day to day responsibilities include:

● Independent Government Cost Estimates (IGCEs): Identifying appropriate cost estimating approaches relative to the nature and size of the procurement; Collaborating with client offices to develop IGCEs using commonly accepted methodologies; Supporting Agency Offices and Contracting Officers in preparing cost evaluation plans and assisting with subsequent evaluation of proposals, quotations, and bids.

● Cost Proposal Preparation: Drafting cost proposal preparation instructions for solicitations. This includes recommending sample cost exhibits and instructions that facilitate equitable evaluation of costs across multiple proposals, quotations, or bids.

● Proposal, Quotation, and Bid Evaluation: Developing price evaluation plans; Reviewing and analyzing cost proposals, quotations, and bids; Providing pre-award price and cost analysis support to ensure fairness and reasonableness.

● Cost and Price Contract Administration Support: Compiling and maintaining Agency historical cost data to support development of a cost database; Reviewing Contractor submissions for all pricing components; Validating option pricing prior to exercise to ensure currency and reasonableness; Assisting Contracting Officers with cost and price analyses related to contract terminations; Updating and maintaining necessary files and documentation.

● Process Improvements: Review, maintain, and recommend improvements to the client’s cost estimating structure to enhance efficiency, accuracy, and consistency.
