Job Summary

The Project Manager II (PM II) independently leads full-lifecycle projects of moderate to high complexity and manages complex interdependencies across multiple teams, vendors, and stakeholders. This role is accountable for delivery outcomes, proactively managing scope, schedule, risk, and financial performance while balancing competing priorities and constraints.

The PM II operates with limited oversight, exercises sound judgment in delivery tradeoffs, and serves as a trusted partner to senior stakeholders, clients, and cross-functional teams.

Role Description

Complex Project Planning & Delivery 

• Independently manage multiple concurrent projects or complex workstreams within larger initiatives 
• Develop and maintain integrated, multi-phase project plans with cross-functional dependencies 
• Coordinate and align schedules across teams to ensure milestone delivery 
• Own end-to-end delivery across Initiating through Closing process groups 
• Balance scope, schedule, cost, and risk tradeoffs with minimal escalation 

Communication & Stakeholder Leadership 

• Communicate with diverse technical and non-technical audiences, tailoring messages appropriately 
• Manage communications with senior stakeholders, clients, and external partners 
• Proactively anticipate stakeholder needs and manage escalations effectively 
 Facilitate resolution of complex conflicts and negotiate priorities 

Risk, Issue & Change Management 

 Identify and manage systemic and cross-project risks 
• Develop robust mitigation and contingency plans 
• Escalate critical issues with clear options and recommendations 
• Manage large-scale scope changes and ensure traceability and approvals 

Financial & Resource Accountability 

• Oversee budgets for complex initiatives and proactively manage variances 
 Optimize resource utilization across teams and workstreams 
• Track and report financial performance, forecasts, and delivery health 

Team Leadership & Mentorship 

• Lead cross-departmental and multi-disciplinary teams 
• Resolve inter-team dependencies and delivery challenges 
• Provide guidance and informal mentoring to PM I staff and project coordinators 
• Contribute to PMO process improvement and maturity initiatives 

Methodology Application 

• Apply Agile, Waterfall, or hybrid methodologies based on project context 
• Ensure delivery practices align with PMO standards while adapting to complexity 

Behaviors and Competencies

Skill Level Requirements

• 3–5 years of project management experience 
• Independently leading full-lifecycle projects of moderate complexity 
• Autonomous decision-making for delivery tradeoffs 
• Consistent application of risk, issue, and change control 

Other Requirements

• Bachelor’s degree or equivalent experience 
• Project Management Professional (PMP) – Expected 
• PMI Agile Certified Practitioner (PMI-ACP) – Recommended for Agile/Hybrid environments 

The estimated annual pay range for this position is $90,000 - $140,000 which includes a base salary and bonus. The compensation for this position is dependent on job-related knowledge, skills, experience, and market location and, therefore, will vary from individual to individual.
