Badge fee ($20) if onsite frequently. Project Overview PennDOT is seeking a Senior Full Stack Developer to support design and development of the PA Unified Crash System. The developer will work under the Technical Lead and Architect to design, develop, test, and document features using Angular, Java Spring Boot, ArcGIS/GIS tools, and Azure technologies. Must Have Skills (Required) • 8+ years Full Stack Development experience • Angular (Angular 14+ preferred) • Java + Spring Boot (Microservices) • REST API development/integration • Esri ArcGIS Maps API / SDK for JavaScript • ArcGIS Enterprise + ArcGIS Online administration experience • GIS services development (geocoding, geoprocessing) • PostgreSQL / PostGIS experience • Azure DevOps CI/CD + Docker containerization • Accessibility knowledge (WCAG 2.1 AA / Section 508 / ADA) Core Skills (Important) • AKS (Azure Kubernetes Service) • Azure API Management • Azure Functions • Azure Data Factory • Testing: JUnit, Jasmine, Karma • Git / Azure Repos • Mobile-first responsive UI development • SOLID principles / Design Patterns Preferred Skills • Bootstrap / Material Design • jQuery (nice to have) • Experience Builder, Survey123, Field Maps • GeoEvent Processor / Velocity • ArcSDE + versioning (branch/state tree) • Linear referencing systems, Roads & Highways, Oracle Spatial
