Job title: External Program Evaluator — RE-AIM Framework (Independent Consultant, 1099) Job type: Contract · Remote · Part-time Compensation: Commensurate with experience — submit your proposed rate or cost proposal About us: Around-Birth Collective (ABC) is a 501(c)(3) nonprofit serving pregnant and postpartum families across California's Inland Empire (Riverside and San Bernardino Counties). Our programs support maternal and infant health through nutrition access, community health workers, and perinatal support. About the role: ABC is seeking an independent external evaluator to design and lead the evaluation of a maternal produce prescription program serving food-insecure pregnant and postpartum women. This is a contract engagement tied to a federal grant (contingent on award), front-loaded in the first year for evaluation design with ongoing analysis and reporting across a four-year project period. As an independent evaluator, you will provide the objectivity and methodological rigor that strengthen how the program measures its impact. What you'll do: • Design and document the program evaluation using the RE-AIM framework (Reach, Effectiveness, Adoption, Implementation, Maintenance) • Develop a preliminary evaluation plan, including process/implementation and impact/outcome evaluation components • Define indicators, measures, and data-collection instruments aligned to program core metrics and time points • Support logic-model development and ensure measures map to program goals and objectives • Conduct process and outcome evaluation using participant-level longitudinal data • Analyze data and produce findings for annual performance reporting and federal grant reporting • Support continuous quality improvement (CQI) and community-engaged evaluation • Advise on IRB submission and human-subjects protections in coordination with the program's healthcare partner • Contribute to dissemination products that help other organizations replicate the program What you'll bring: • Advanced degree (master's or higher) in public health, epidemiology, evaluation, biostatistics, or a related field, or equivalent extensive experience • Demonstrated experience designing and conducting public health or health program evaluations (process and outcome) • Demonstrated experience applying the RE-AIM framework or comparable implementation-science evaluation • Experience with longitudinal, participant-level data and both quantitative and qualitative methods • Familiarity with federally funded grant evaluation, reporting, and human-subjects/IRB processes Nice to have: • Experience evaluating maternal/child health, nutrition, food-as-medicine, or produce prescription programs • Experience with community-based organizations and community-engaged evaluation • Familiarity with REDCap-based data collection and de-identified data handling • Proficiency with statistical analysis tools such as R, Python, or SQL • Experience with data visualization platforms such as Tableau or Power BI To apply: Submit your qualifications, relevant evaluation experience, references, and a proposed rate or cost proposal.
