CONSULTANCY - Advisor on improvement of institutional and operational EWS for Comoros, Madagascar, Mauritius and Haiti - SSA-2026-HMF-ESDP-13

Background

Three consultants are requested for this position.

The EWS-F project aims to advance end-to-end multi-hazard early warning systems and capacities to enable countries to take early action and reduce the impact of hydrological hazards, in particular floods. 

To ensure effective implementation and alignment with national priorities, it is necessary to review the national institutional structure of EWS in Comoros, Madagascar, Mauritius and Haiti and propose recommendations that allow for improved organization and operational processes. The EWS-F project seeks to engage 3 consultants to support the consolidation of institutional and operational frameworks for the development of Early Warning Systems for floods in Comoros, Madagascar, Mauritius and Haiti.

 

Duties and Responsibilities

The consultants are expected to perform the following activities:  

1- Revise the capacity assessment of hydrometeorological and warning services 

2- Develop a Concept of Operations (CONOPs) and Standard Operating Procedures (SOPs) for EWS

3- Strengthen hydrometeorological data management and forecasting systems to support flood early warning in Haiti.    

 

Deliverables

The consultants will report to the EWS-F SWIO Technical Officer (PO/HMF), will work in close collaboration with Comoros, Madagascar, Mauritius and Haiti NMHS focal points and WMO technical teams and shall prepare and submit the following deliverables:

Planned travels

The consultants are expected to travel under this contract. The specific travel itineraries will be discussed and agreed with the selected consultants after the completion of the selection process. Nevertheless, the consultants will be expected to travel, at a minimum to:

  1. Mission to Mauritius – between May and June 2026
  2. Mission to Comoros – between May and June 2026
  3. Mission to Madagascar – between May and June 2026

 

Required Skills and Experience

Education: Advanced degree in hydrology, meteorology, environmental sciences, disaster risk management, or related fields.

Excellent knowledge of French and English (both oral and written) is required. 

(Note: the official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Salary and Allowances: Pay band D 620 - 750 USD per day

Duration: 110 days over a period of 5 months
