The Housing Authority of the City of Austin (HACA) is a national leader in providing safe, healthy and affordable housing options for the Austin community. They are seeking a Compliance Analyst to implement audit programs ensuring low-income housing programs adhere to HUD, IRS, and PAMI guidelines, while also providing training and support to property management staff.
Responsibilities
- Conducts comprehensive file audits of electronic resident records in Laserfiche and physical LIHTC paper files at property management offices to ensure regulatory compliance
- Generates detailed monthly audit summary reports and manages the end-to-end correction process via Monday.com tracking boards
- Performs periodic targeted or project-based audits when specific risks are identified
- Assists the Compliance Manager with pre-audits in preparation for external agency or partner reviews
- Analyzes audit data to identify recurring non-compliance trends; refers findings to the PAMI Training and Compliance Managers to refine departmental procedures
- Collaborates with compliance staff to develop best practices, update SOPs, and refine processing guides to drive continuous improvement
- Provides monthly feedback and training to property management staff by reviewing audit results and discussing corrective actions
- Generates monthly recertification reminder notices for the portfolio and assists the LIH Specialist with the monthly mail-out process
- Maintains the EIV Master file for half of the PAMI portfolio; researches and resolves potential discrepancies in coordination with property staff
- Maintains expert-level knowledge of federal, state, local, and HACA regulations, specifically regarding HUD PBRA and IRS/TDHCA LIHTC programs
Skills
- Associate's degree from a college or university, and one to two years related experience; or equivalent combination of education and related experience
- Related experience must be working in compliance in the low-income housing industry, including, but not limited to project-based section 8 housing, or housing funded by low-income housing tax credit (LIHTC)
- Expert analytical skills to identify areas of non-compliance while conducting audits
- Ability to generate detailed and accurate audit reports within tight deadlines
- Ability to effectively break down and communicate information to individuals with diverse skill levels
- Detail-oriented with strong organizational skills
- Ability to prioritize tasks in conjunction with time management skills
- Strong mathematical/accounting skills with the ability to accurately annualize income using weekly, monthly, and/or periodic payment information
- Must be able to write and compose reports and communicate (orally and in writing) clearly and concisely
- Must be a quick learner that displays initiative and is capable of responsible and productive independent work
- Considerable knowledge of HUD, IRS, and state regulations pertaining to the HUD Project-based Rental Assistance (PBRA) and Low-Income Housing Tax Credits (LIHTC) programs
- Certified Occupancy Specialist (COS) and Tax Credit Specialist (TCS) certifications required within six months of employment
- HCCP (Housing Credit Certified Professional) certification required within 12 months of hire
- Two or more years' experience working in compliance with properties that have multiple, layered housing programs
- Two or more years' experience using the Yardi Voyager Affordable module
- Two or more years' experience using Laserfiche (or similar document management software)
- Two or more years' experience using Monday.com (or similar project management software)
